Heather A. Lehman Fagan

Of Counsel

Heather A. Lehman Fagan brings a strategic, full-spectrum approach to workers’ compensation defense. With experience representing both injured workers and employers, she offers a rare dual perspective that helps her anticipate arguments, identify key issues, and build strong, cost-efficient defenses.

Heather has handled every phase of a claim—from case management and depositions to mediation and trial—in both the Oklahoma Workers’ Compensation Court of Existing Claims and the Oklahoma Workers’ Compensation Commission. Today, she consults directly with employers and insurance carriers to develop proactive strategies that reduce exposure and resolve claims effectively.

In addition to her workers’ compensation work, Heather has experience in civil litigation, subrogation, and bad-faith claims, and she is a licensed civil mediator. Her expertise extends to appellate matters, with more than 65 finalized or active appeals before Oklahoma’s Supreme Court and Court of Civil Appeals.
